Tom Allen for MCC Trustee

Woodstock, Illinois - The Woodstock Career Firefighters, Local 4813 of the International Association of Firefighters, formally announced its support of, Tom Allen, for McHenry County College (MCC) Board of Trustees. “Tom has served in multiple capacities within the college and has earned the respect of students and faculty, alike,” said Scott Wessel, President of Local 4813. Tom Allen, a resident of the Village of Lakewood, has pledged to continue to be a responsible steward of taxpayer money while advancing the student-focused mission of the college.

McHenry County College is responsible for most of the training and career development for McHenry County fire departments. The fire science program at MCC is ranked in the 90th percentile in the United States, largely in part to the talented staff in the fire science department and the support of the MCC Board of Trustees. The Woodstock Career Firefighters are proud to endorse, Mr. Allen, and his pledge to serve the students and tax payers of McHenry County.

Referendum Endorsement

Woodstock, Illinois - The Woodstock Career Firefighters, Local 4813 of the International Association of Firefighters, formally announced its support of the fire referendum being sought by the Woodstock Fire/Rescue District. The Woodstock Fire/Rescue District has seen incredible growth in call volume over the years with disproportionately small increases in operating revenue. These challenges, coupled with dwindling numbers of part-time firefighters available in the region, required the collective efforts of the District and Local 4813 to identify service-focused solutions that continue to provide protection to the community. When asked about ways the union has helped uphold service to the community, Scott Wessel, President of Local 4813, said, “I am extremely proud of our membership. On multiple occasions, members voluntarily surrendered benefits, including two years of wage increases, in order to preserve service to the community. The great recession ended 10 years ago, yet our members are still feeling the effects.” Full-time positions have remained unfilled by the district and administrative positions have been eliminated. As a result, administrative tasks have fallen onto the shoulders of rank-and-file members, drastically increasing workloads on a membership already spread thin by the increase in call volume. “We are contracted for 52 hours per week. I guarantee that many of our members put in far more time than that, and often without additional compensation,” said Wessel.

Speaking about the District’s referendum in April of 2019, Wessel said, “Although nobody is proud to ask taxpayers for more money, especially in Illinois, we recognize that there is little the District can do to provide the service levels needed and deserved by Woodstock and the surrounding areas. We cover 90 square miles and respond to more than 5,000 calls, with as few as 12 people working per day. There are some serious deficits that need to be addressed.”

Contract Ratified – Concessions Made

August 24, 2018

Woodstock, Illinois - The Woodstock Career Firefighters, Local 4813 of the International Association of Firefighters, ratified a new collective bargaining agreement between the Local and the Woodstock Fire/Rescue District. The membership voted August 23rd to accept the agreement. “I am proud to represent a group of men and women that keep service to the community at the forefront of all their decisions,” said Scott Wessel, President of Local 4813. The new agreement, which was also accepted by the Board of Trustees during their monthly meeting on August 23, 2018, concedes employee benefits and contract requirements that will save the fire district approximately $750,000 over the next two years.

Concessions offered by the Union include a two year pay freeze, forfeiture of an education allowance, reduction in uniform allowance, and forfeiture of a vacation day. Additional savings come in the form of reduced staffing levels that will decrease overtime expenses. “Honestly, the pay freeze was the easy concession to make. The staffing reduction was the hardest. Cutting staffing reduces services to the community, increases our workload, and has safety implications on the fireground,” said Chad Williams, Vice President of Local 4813. “We explored all other options, but couldn’t come up with the cost savings necessary,” Williams said. This is not the first time that the union has conceded contract requirements in the name of saving money for the fire district. In 2016, the Union agreed to a decrease in staffing, a 25% reduction in holiday pay and increased insurance contributions to help offset lost revenue from the cancellation of the intergovernmental agreement with the Village of Lakewood. Additionally, calls for service have increased dramatically over the past few years with revenue increases coming in at a trickle. In 2017, the fire district saw a nearly 13% increase in call volume over 2016, but only a 2.1% increase in property tax revenue. The fire district is currently in the process of developing a strategic plan that determines what the community’s expectations are and sets a plan in place to meet those expectations.

The agreement came after several months of contentious discussions between the fire district and union. “Both parties understand that there is a problem; the disconnect came in how to fix it. Ultimately, our mission is the same – serve the community and keep it safe. I suppose that when there are disagreements bred out of passion to accomplish the same goal, it’s not such a bad thing,” said Wessel. Wessel went on to say, “My biggest concern at this point is letting the community down. They have come to expect a high level of service from us, but that level of service is harder and harder to afford.”

Trustee Endorsement

WOODSTOCK CAREER FIREFIGHTERS ENDORSE SANKEY/SPITZER FOR FIRE DISTRICT TRUSTEE

Woodstock, IL. The Woodstock Career Firefighters, IAFF Local 4813, is proud to announce the endorsement of Scott Sankey and Fred Spitzer for the position of Trustee with the Woodstock Fire/Rescue District. “Each of our members swore an oath to protect the community. That protection extends beyond fire protection and emergency medical response. We owe it to the community to seek out and endorse candidates that will responsibly manage the District [Woodstock Fire/Rescue District],” said Scott Wessel, President of Local 4813.

Scott previously worked for the Woodstock Fire/Rescue District as a Captain. He currently works for the Park Ridge Fire Department as a Battalion Chief. Scott’s extensive career in the fire service gives him a firm understanding of the needs and expectations of the community. Specifically, his understanding of modern fire tactics, staffing needs, and fiscal responsibility make him a prime candidate for Trustee. Scott is an incumbent candidate running for his second term.

Fred retired from the Woodstock City Police Department after more than 30 years of service. During his career he worked as a patrolman and the D.A.R.E. officer. Fred’s career exposed him to the best and worst that Woodstock has to offer. These experiences will allow him to tailor the services of the fire district to meet the unique dynamics of our community. There are few individuals that are more in tune with the needs of a community than its police officers. Fred is abundantly qualified for the position and looks forward to the opportunity to continue his service to Woodstock as Trustee of the Woodstock Fire/Rescue District.

According to Wessel, “Both candidate’s track record of service to the community falls in line with our member’s values. We believe that Scott Sankey and Fred Spitzer possess the requisite qualifications to manage the affairs of the fire district which will permit us to uphold our oath to serve the community we love.”
